I don't think young people today still flirt in the traditional way described in the reading, at least in Japan. This reading described that the practice of omiai or "arranged marriage" ihas been the traditional approach of finding a narriage partner in Japan. Of course, my grandfather and grand mother married through omiai. But my parents falled in love, and married. And my aunt and uncle married through falling in love, and some of my relatives married through it. Also, one of my friend will get marrid soon to his boyfriend. So, I think that it has became miner to get married through omiai or "arranged marriage."
In old Japan, father had an absolute power in a family. So, girls had to get married to a man whom the father decided or allowed. But the system has been changing, and we can get married to someone whom we choose generally. This is good transformation, and I think we can be more happy by getting married through falling in love.
